DESCRIPTION:REGISTER HERE \n  \nTrainer: Nicki Scott \nOur course on Repayment Agreements is designed to help Owners and Agents better understand the Department of Housing and Urban Development’s\, or HUD’s\, objective of reducing administrative and subsidy payment errors in order to assure that the ‘right benefits go to the right persons’. HUD has provided tools and guidance to Owners with the expectation of reducing assistance payment errors\, mismanagement and/or fraud. Throughout this course\, we will review the requirements detailed in Chapters 8 and 9 of the Handbook\, which address the actions that Owners must\, should and may take upon discovering a discrepancy and/or possible error that affects a tenant’s rent and/or eligibility. Next\, HUD has very specific requirements regarding tenant and/or Owner repayment agreements. We will detail these requirements as well as provide guidance on successfully negotiating and entering into a repayment agreement with a tenant. Additionally\, HUD recognizes the financial and administrative burden of investigating and documenting discrepancies and/or possible errors. We will review the guidance in the Handbook stating that Owners may retain a portion of the repayments they collect from tenants to defray the cost of pursuing these cases. Finally\, throughout this course we will use a case study to highlight HUD’s requirement of investigating and documenting discrepancies and/or possible errors and entering into repayment agreements with tenants in order to reimburse HUD for improper subsidy payments.

DESCRIPTION:REGISTER HERE \nTrainer: Nicole Scott \nThis training will provide participants with best practice recommendations for monthly TRACS processing\, which will include identifying and resolving TRACS errors and managing subsidy receivables.  Throughout the training we will discuss how to read and understand a Housing Assistance Payment (HAP) ledger.  Additionally\, we will review how to read and interpret a Subsidy Payment Voucher (form HUD-52670) and corresponding Project Based ContractAdministrator reports (including the HUD/CA Approved detail on a Subsidy Payment Voucher and the TRACS Transmission Report).  Next\, we will provide an overview of how to use and understand the MAT User’s Guide when attempting to troubleshoot TRACS errors.  The course will provide its participants with hands on experience reviewing and resolving a handful of common TRACS errors and solutions\, including resubmissions\, corrections to certifications\, and baseline certifications.  Finally\, we will conclude the training by providing a couple of examples of how to use the tools available to work with either a PBCA and/or HUD to research outstanding subsidy receivable balances and collect payment.

DESCRIPTION:REGISTER HERE \nPresenter: Deb Piltch\, Piltch Associates \nWe will begin this training with a discussion of whose assets we count and whose assets we don’t count.  \nWe will also discuss the special rules which apply when calculating income from assets\, specifically when it is necessary to impute asset income\, and the rule relating to the disposal of assets. We will then focus our attention on the various sources of assets and how to calculate income from assets. We will practice calculating income from various sources of assets: checking and savings accounts\, CD’s\, IRAs\, retirement accounts\, annuities\, and life insurance. In addition\, we will discuss differences in interpretation between HUD and some Tax Credit monitors in relation to how to count specific assets. Participants will be expected to practice calculations at the training. Everyone will need a calculator.

In February 2017\, Ruben accepted a new opportunity to serve as the new Director of Resident Services for the Senior Housing Assistance Group (SHAG)\, one of the largest non-profit affordable housing providers in the Puget Sound area. SHAG manages 41 LIHTC communities serving over 5\,000 older-adult households. He previously served for 12 years as a Senor Resident Services Manager at the King County Housing Authority. Mr. Rivera-Jackman was the recipient of the 2011 American Association of Service Coordinators (AASC).
