Designed with the busy property manager in mind.  \nUtilizing the condensed version of the CPO course covered in one day will include the CPO manual and the HUD 4350 handbook. NAHMA has shortened this course to a format that is suited to fit working professionals who: \n\nHave been currently in the affordable housing industry\, and have taken occupancy related courses in the past (online\, or classroom)\nHave exposure to the HUD 4350 and familiarity with how to use the handbook.\n\nManagers will learn occupancy requirements of subsidized multifamily housing.  \nAfter completing the one day of interactive instruction\, participants will be given a voucher number to take the CPO exam independently on their own. The voucher expires after three weeks. Students are notified immediately of their test results upon completion of the exam. Students that successfully pass the exam will receive a CPO certificate and lapel pin. All CPOs’ will be listed in an online national certification directory. The CPO is a requirement for NAHMA’s National Affordable Housing Professional (NAHP®) certification program. \nTo ensure attendees have a basic knowledge of the HUD 4350.3 Rev – 1 (change 4) and its impact on how the rules in this Handbook apply to the current Pandemic\, NEAHMA is combining this class with a two-day precursor\, designed to get participants to focus on how this handbook\, and HUD’s Directive System\, impacts management’s rules\, policies and procedures in relation to the current pandemic. The training will provide an overview of fair housing laws and all protected classes\, but the focus of the training will be residents with disabilities and topics that relate directly to front line staff including maintenance and custodial staff: \n\nHow to respond to resident requests for assistance that are outside the scope of your work\, snow removal\, trash removal\, etc.\nWhat questions you can/can’t ask a resident; what information you are allowed to know about residents and what information you aren’t allowed to know.\nAssisting residents after work hours\, responding to work orders and companion/service animals.\nWhile all housing personnel require training in fair housing laws\, it is particularly important for front line office staff\, maintenance and custodial staff to be trained because they often have the most contact with residents.\n\nThe training will be very practical\, interactive\, and provide significant time for questions and answers. \nIn addition\, part of the training will be focused on the COVID-19 pandemic\, how it effects Fair Housing and new guidelines. \n\nOur country has seen a dramatic increase in discriminatory incidents and harassment based on national origin\, which raises significant concern regarding how we effectively address such complaints given that some of the tools we would standardly use may not be available to us.\nThe number of incidents of domestic violence have increased\, while our capacity to make external emergency transfers may have decreased.\nWe have had to significantly change our business operations in order to maintain the health and safety of staff and residents and comply with required and recommended social distancing initiatives leaving us potentially vulnerable to allegations of discriminatory treatment.\nMaintenance personnel  face unprecedented challenges in performing their job which raise potential fair housing concerns.\nPeople impacted by the virus are requesting reasonable accommodations\, raising questions about whether they meet the definition of a disability and if so\, whether their request is “reasonable.”\nThe importance of communicating effectively with applicants and residents with limited English proficiency has been heightened.\nThere is a lot of confusion regarding what questions we can legally ask an applicant/resident due to health and safety concerns.\n\nDuring this training we will also discuss these and other Fair Housing related concerns\, and provide ideas as to how to effectively address them.

During the training\, participants will engage in activities to ensure they understand\, and can successfully navigate complex and difficult situations.  We will focus on the varying roles people may find themselves in or perceived to be in: victim\, observer\, and harasser. DESCRIPTION:REGISTER HERE \nTrainer: Deb Piltch of Piltch Associates\n  \nPlease join us for an engaging webinar in which we discuss one of our favorite Fair Housing topics\, assistance animals.  During this webinar we will: \n  \n\nDiscuss and review HUD’s new guidance relating to reasonable accommodations for assistance animals under the Fair Housing Act\, titled “Assessing a Person’s Request to Have an Animal as a Reasonable Accommodation under the Fair Housing Act”\,  FHEO-2020-01\, which explains obligations of housing providers with respect to animals that individuals with disabilities may request reasonable accommodations\, including service and support animals. This guidance replaces HUD’s previously issued guidance on this topic\, which was issued in 2013. Topics in the new guidance include:\n\n\nBest practices for complying with the Fair Housing Act when assessing requests for reasonable accommodations to keep assistance animals in housing; and\nVerification of the need for service animals and support animals including on-line certifications\n\n\nExisting guidance regarding compliance with Section 504 of the Rehabilitation Act and the Americans with Disabilities Act; and\nReview the differences between assistance animal rules and pet rules.\n\nSPEAKER BIO  \nDebbie Piltch is an attorney with considerable expertise in discrimination law and housing law.  She worked for more than five years at the Disability Law Center (DLC) in Boston\, Massachusetts\, representing low-income individuals in cases involving discrimination in housing\, employment\, and education. She also designed and conducted training for consumers\, and public and private entities on disability discrimination law. While at the DLC\, she served on the Department of Housing and Urban Development’s (HUD) taskforce responsible for making recommendations to the Secretary of HUD regarding complicated occupancy issues in public and assisted housing. She wrote the section of the report on reasonable accommodation in relation to persons with drug and alcohol addictions. \nShe left the DLC in 1994 to establish a consulting business that provides technical assistance and training to government and private entities on their rights and responsibilities in relation to civil rights and housing laws. She has developed a national reputation in the field of housing and discrimination law and has been fortunate to work with a number of the leading government and private organizations involved in housing issues. A significant portion of her work for these organizations has focused on designing\, developing and implementing training programs on occupancy issues\, tax credit compliance\, and fair housing. For example\, she wrote two manuals for MassHousing under a Department of Housing and Urban Development (HUD) Fair Housing Initiatives Program (FHIP) grant on disability discrimination law in housing. One manual was designed to assist individuals with disabilities understand their rights and responsibilities\, and the other manual was directed at public and assisted housing providers. These manuals were part of a highly successful training program designed to bring together consumers\, public and assisted housing providers\, and service providers to discuss complicated issues relating to individuals with disabilities in housing. This training program was so successful that they received a second FHIP grant to conduct the training program across the country and an award of excellence from HUD.  Ms. Piltch has continued to work with MassHousing as a consultant\, developing and implementing numerous training programs for this agency on Fair Housing related topics\, including reasonable accommodation\, limited English proficiency\, Fair Housing\, and liability issues for Resident Service Coordinators.  She also worked with Ann Anderson on materials Ms. Anderson developed for MassHousing on hoarding. \nMs. Piltch has also worked extensively with the National Affordable Housing Management Association (NAHMA). She co-authored this organization’s training program on occupancy issues\, serves as a trainer for its members on this topic and Fair Housing and is a member of NAHMA’s Specialist in Housing Credit Management (SHCM) Technical Advisory Committee and Chairperson of its Education and Training Committee. In addition\, she has worked with HUD conducting training for large public housing authorities\, and HUD public and fair housing personnel on discrimination in public housing and occupancy issues. \nIn addition\, in her capacity as a consultant\, she has analyzed countless organization’s rules\, policies and procedures in an effort to insure that they are in compliance with applicable tax credit\, civil rights and housing laws. She has also designed compliance protocols for government and private entities\, and has served as an independent monitor for the MA state Attorney General’s office in a discrimination case.     Although she continues to maintain her consulting business\, she is presently employed as the Director of Compliance for Maloney Properties\, Inc.\, a private housing management company that operates over 8\,000 units of affordable housing in MA\, Vermont\, NH\, and RI.  In this capacity she is responsible for overseeing compliance with federal\, state and local regulations\, including fair housing laws and tax credit rules.   Her responsibilities include developing and implementing rules\, policies and procedures\, conducting numerous types of training\, and on-site monitoring.

The class will begin with a discussion on the overview and purpose of EIV\, including program applicability\, file documentation and retention requirements as well as a review of the controlling guidance from the 4350.3\, REV-1. We will then focus on the schedule for running each report\, how to interpret the report data\, and how to perform applicable follow up when needed. We will also provide an overview of the Income and Income Discrepancy Reports including best practice recommendations on how to fit EIV into your daily workflow. We will conclude this course by covering the security obligations of coordinators\, users and non-users\, which includes how to obtain and renew EIV system access.

DESCRIPTION:REGISTER HERE \n  \nTrainer: Debbie Piltch\, Piltch Associates\nIMPORTANT Requirement: Please bring a sample tenant file and calculator with you.\nPlease remember to remove any personal date from the sample tenant file. \nThe course will begin with an overview of the timing of a monitoring agency’s tax credit file audit\, the information they will be looking to confirm in the files\, the information monitors will request prior to the audit. We will also discuss how to review standard documents contained in a file to make sure there are no errors\, how to correct non-compliance and the type of information the monitor will request of the site prior to coming and/or on the day of the site visit. We will then review a mock file to go over the types of errors a monitor may find in a file and provide participants an opportunity to self-monitor the file(s) they bring. Please make sure that the sample file you bring has no confidential information (i\,e\, social security numbers\, bank numbers….) pertaining to the household.\nEmphasis will be placed on issues that monitoring agencies often focus on\, including incomplete applications\, recertification updates\, inadequate child support documentation\, inaccurate income calculations\, inconsistencies within a verification\, failure to maximize anticipated income\, late verifications and TICs signed after leases.
