DESCRIPTION:Many people in the United States decorate their homes and driveways with seasonal decorations\, although some do this much earlier\, starting just after Thanksgiving Day in late November. The centerpiece of the decorations is often a Christmas tree decorated with fairy lights\, tinsel\, angels\, stars and other seasonal ornaments. Outdoor light sculptures are also becoming increasingly popular. These are many light bulbs or LEDs in the form of trees\, sleighs\, reindeer\, Santa Claus\, snowmen and other seasonal figures. Light sculptures may be placed on driveways\, roofs or in gardens. \nIn the evening\, often just before bedtime\, many families\, particularly those with children\, will hang up stockings on the fireplace or the end of their bed. These Christmas stockings are often red with a white fluffy trim\, although they may be of any design and are often much bigger than the socks that they represent. Children hope that Santa Claus\, a mythical figure thought to represent an ancient European saint\, will enter their home via the chimney and fill their stocking with gifts\, sweets and oranges.

DESCRIPTION:Handling Drug Criminal Activity in Housing \nAt 5:00 am on a normal Thursday morning\, things turn to “not-so-normal” in the blink of an eye.  Swat Team vans show up at the property.  One of your buildings is surrounded by at least twenty police officers who are fully equipped with shotguns and are wearing masks and bulletproof vests.  One brave officer smashes the door to unit 302 in with a battering ram.  Another five officers enter the unit with extreme speed and precision.  A few minutes later they remove the tenant from the apartment in handcuffs.  You later learn that the tenant has been charged with possession and distribution of massive quantities of crack-cocaine and heroin.  The outside of your apartment building is now the site of the lead story of every newscast in Rhode Island. \n  \nUnfortunately\, this scenario is not a made up one or something that was seen in a movie.  Landlord-Tenant issues in Rhode Island are getting more and more complicated. Join us for an informative session that will address drug problems from two different perspectives. \n  \nKevin Eaton\, Supervisory Special Agent with the U.S. Department of Justice in Providence\, will speak about many issues relating to drug activity potentially happening at your site. Is it only consumption? Or is there sale and perhaps even production going on? One of your buildings is surrounded by at least twenty police officers who are fully equipped with shotguns and are wearing masks and bulletproof vests. One brave officer smashes the door to unit 302 in with a battering ram. Another five officers enter the unit with extreme speed and precision. A few minutes later they remove the tenant from the apartment in handcuffs. You later learn that the tenant has been charged with possession and distribution of massive quantities of crack-cocaine and heroin. The outside of your apartment building is now the site of the lead story of every newscast in Massachusetts. \nUnfortunately\, this scenario is not a made up one or something that was seen in a movie. Landlord-Tenant issues in Massachusetts are getting more and more complicated. Join us for an informative session that will address drug problems from two different perspectives. \nFrank Flynn and attorneys from the Flynn Law Group will present the second part of this session in an interactive format. It will shed light on the confusion regarding what a housing provider’s legal obligations are in the area of reasonable accommodation. We will also discuss how state and local law may have an impact on a site’s obligation as well. In addition\, we will review the role of a 504 coordinator in general and in the context of reasonable accommodations as well as the 504 grievance procedure. \nMorning Presentation:\nWhat is the legal framework (statues\, regulations\, federal guidance) for reasonable accommodation/physical modification as well as the 504 coordinator and grievance procedure\, what is a reasonable accommodation\, what are the limits on providing an accommodation/modification\, when can a housing provider deny a reasonable accommodation/modification\, what must a housing provider do if a requested accommodation is denied\, who can request an accommodation/modification\, what can/can’t a housing provider ask/verify when a request is made\, and the role of the 504 coordinator and grievance procedure in regards to reasonable accommodation.\nAfternoon Presentation:\nWe will explore how to analyze specific common requests for reasonable accommodations/modifications throughout the occupancy cycle including\, but not limited to\, assistance animals\, live-in aides\, physical modifications and transfers. Case studies will be provided and specific guidance contained in the 4350.3 Rev-1 will be explored.
