There is no grace period for a household moving from one subsidized property to another; subsidy may not start in a new unit and property until the day after the end of subsidy in the old unit and property. NEAHMA is excited to offer a webinar designed to help Owners and Agents resolve Double Subsidy Issues. In addition\, we will review the role of a 504 coordinator in general and in the context of reasonable accommodations as well as the 504 grievance procedure. \nMorning Presentation:\nWhat is the legal framework (statues\, regulations\, federal guidance) for reasonable accommodation/physical modification as well as the 504 coordinator and grievance procedure\, what is a reasonable accommodation\, what are the limits on providing an accommodation/modification\, when can a housing provider deny a reasonable accommodation/modification\, what must a housing provider do if a requested accommodation is denied\, who can request an accommodation/modification\, what can/can’t a housing provider ask/verify when a request is made\, and the role of the 504 coordinator and grievance procedure in regards to reasonable accommodation.\nAfternoon Presentation:\nWe will explore how to analyze specific common requests for reasonable accommodations/modifications throughout the occupancy cycle including\, but not limited to\, assistance animals\, live-in aides\, physical modifications and transfers. Ridge  Autobiography  \nDr. Ridge is a national expert on the common bed bug\, Cimex lectularius L. and its close relatives. Her research is into its biology\, behavior\, and vulnerabilities. She is currently collaborating with scientists at Mississippi State University and Case Western Reserve on management and control of the insect. Dr. Ridge is the chair of the Connecticut Coalition Against Bed Bugs. She is also a member of the EPA scientific advisory panel that worked on the revision of pesticide research in the USA\, Canada\, and Europe which included addressing 25b FIFRA pesticides. She is a leader in professional training and public education of the insect. \n  \nDr. Ridge has taken a leadership role in educating\, organizing\, and empowering housing interests\, health departments\, and pest management professionals in the management of the Common bed bug\, Cimex lectularius in the State of Connecticut.  Dr. Ridge is the chair of the Connecticut Coalition Against Bed Bugs (CCABB). This multidisciplinary board consists of members from the Pest Management Professionals of Connecticut\, State and Local Health\, Research\, DEEP\, and the Connecticut Chief States Attorney’s Office. It has functioned in an advisory capacity for state legislators; it has sponsored numerous bed bug training forums\, built a web-site\, published numerous informational articles\, has a 400 member list-serve service\, and produced an award winning bed bug video among many other its activities. \n  \n  \nEducation: \nPhD. Bed bugs are small parasites that are approximately ¼ inch in length\, vary in color\, and feed upon the blood of warm blooded animals\, including humans. Typically they’re found in beds\, couches\, and other furniture where they lie dormant until their victims are asleep. Many landlords wonder what they need to do when a tenant reports bed bugs in their apartment. It is important to take the right type of aggressive actions to promptly address bed bugs or the problem could get worse and become much more difficult to control. In this seminar Attorney Frank Flynn will discuss what bed bugs are\, what a landlord’s legal responsibilities are when faced with bed bugs in an apartment\, what a tenant’s legal responsibilities are when bed bugs are found in their apartment\, and how a landlord should properly respond to a report of bed bugs.

We will also discuss how to review standard documents contained in a file to make sure there are no errors\, how to correct non-compliance and the type of information the monitor will request of the site prior to coming and/or on the day of the site visit. We will then review a mock file to go over the types of errors a monitor may find in a file and provide participants an opportunity to self-monitor the file(s) they bring. Please make sure that the sample file you bring has no confidential information (i\,e\, social security numbers\, bank numbers….) pertaining to the household.\nEmphasis will be placed on issues that monitoring agencies often focus on\, including incomplete applications\, recertification updates\, inadequate child support documentation\, inaccurate income calculations\, inconsistencies within a verification\, failure to maximize anticipated income\, late verifications and TICs signed after leases.
