Additionally\, we will discuss format requirements for MAT records and introduce MAT Header records. \nIn part two of our series\, we will discuss the different MAT record types in detail as well as review MAT error messages to teach users how to resolve TRACS errors. We will end part two with a discussion of MAT transmission protocols\, which includes a review of TRACS’ batch processing order. \nFinally\, in part three of our series we will discuss the Voucher and Tenant Queries available in TRACS’ Subsystems as well as provide a recommended TRACS monthly workflow for both users that transmit TRACS directly to HUD as well as users that transmit TRACS to a third party Contract Administrator.

DESCRIPTION:All service coordinators working in HUD-assisted multifamily housing designated for the elderly and people with disabilities must conform to the Office of Multifamily Housing’s Training Guidelines. \nDuring the first year of employment\, Service Coordinators are required to complete a minimum of 36 training hours of classroom/seminar time before hiring\, OR completion of these minimum training requirements within 12 months of initial hiring. The 36 hours MUST cover nine specific subject areas. In addition\, HUD requires that Service Coordinators attend at least 12 hours of continuing education in each successive year. \nREGISTER HERE \nPresenter: Deb Piltch \nReasonable Accommodations:\nThis training will examine Federal requirements to provide persons with disabilities reasonable accommodation throughout the occupancy cycle. It will shed light on the confusion regarding what a housing providers legal obligations are in the area of reasonable accommodation. \nWe will also discuss how state and local law may have an impact on a sites obligation as well.\nMorning Presentation:\nWhat is the legal framework (statues\, regulations\, federal guidance) for reasonable accommodation/physical modification\, what is a reasonable accommodation\, what are the limits on providing an accommodation/modification\, when can a housing provider deny a reasonable accommodation/modification\, what must a housing provider do if a requested accommodation is denied\, who can request an accommodation/modification and what can/cant a housing provider ask/verify when a request is made.\nAfternoon Presentation:\nWe will explore how to analyze specific common requests for reasonable accommodations/modifications throughout the occupancy cycle including\, but not limited to\, assistance animals\, live-in aides\, physical modifications and transfers. DESCRIPTION:REGISTER HERE \nTrainer: Nicki Scott \nOur course on Repayment Agreements is designed to help Owners and Agents better understand the Department of Housing and Urban Development’s\, or HUD’s\, objective of reducing administrative and subsidy payment errors in order to assure that the ‘right benefits go to the right persons’. HUD has provided tools and guidance to Owners with the expectation of reducing assistance payment errors\, mismanagement and/or fraud. Throughout this course\, we will review the requirements detailed in Chapters 8 and 9 of the Handbook\, which address the actions that Owners must\, should and may take upon discovering a discrepancy and/or possible error that affects a tenant’s rent and/or eligibility. Next\, HUD has very specific requirements regarding tenant and/or Owner repayment agreements. We will detail these requirements as well as provide guidance on successfully negotiating and entering into a repayment agreement with a tenant. Additionally\, HUD recognizes the financial and administrative burden of investigating and documenting discrepancies and/or possible errors. We will review the guidance in the Handbook stating that Owners may retain a portion of the repayments they collect from tenants to defray the cost of pursuing these cases. Finally\, throughout this course we will use a case study to highlight HUD’s requirement of investigating and documenting discrepancies and/or possible errors and entering into repayment agreements with tenants in order to reimburse HUD for improper subsidy payments. \n
