DESCRIPTION:REGISTER HERE \nTrainer: Nicki Scott \nOur course on Repayment Agreements is designed to help Owners and Agents better understand the Department of Housing and Urban Developments\, or HUDs\, objective of reducing administrative and subsidy payment errors in order to assure that the right benefits go to the right persons. HUD has provided tools and guidance to Owners with the expectation of reducing assistance payment errors\, mismanagement and/or fraud. Throughout this course\, we will review the requirements detailed in Chapters 8 and 9 of the Handbook\, which address the actions that Owners must\, should and may take upon discovering a discrepancy and/or possible error that affects a tenants rent and/or eligibility. Next\, HUD has very specific requirements regarding tenant and/or Owner repayment agreements. We will detail these requirements as well as provide guidance on successfully negotiating and entering into a repayment agreement with a tenant. Additionally\, HUD recognizes the financial and administrative burden of investigating and documenting discrepancies and/or possible errors. We will review the guidance in the Handbook stating that Owners may retain a portion of the repayments they collect from tenants to defray the cost of pursuing these cases. Finally\, throughout this course we will use a case study to highlight HUDs requirement of investigating and documenting discrepancies and/or possible errors and entering into repayment agreements with tenants in order to reimburse HUD for improper subsidy payments. \n

This voluntary “preservation” program is helping to stop the loss of affordable housing. It is also providing new opportunities for experienced affordable housing developers\, managers and agents from the private sector to partner with PHA’s. As of October 2015\, HUD had closed RAD transactions on 189 public housing properties as well as 131 Rent Supplement\, RAP\, and Mod Rehab projects. This transaction converted more than 34\,000 units to a Section 8-style platform. And HUD has to convert another 160\,000 PHA units and all remaining Rent Supplement\, RAP and Mod Rehab units. Learn what RAD is\, how it changes the properties that convert\, and how your skills may be needed in this ambitious\neffort to leverage private capital to preserve assets and offer residents greater choice and mobility.

DESCRIPTION:REGISTER HERE \nTrainer: Debbie Piltch\, Piltch Associates\nIMPORTANT Requirement: Please bring a sample tenant file and calculator with you.\nPlease remember to remove any personal date from the sample tenant file. \nThe course will begin with an overview of the timing of a monitoring agency’s tax credit file audit\, the information they will be looking to confirm in the files\, the information monitors will request prior to the audit. We will also discuss how to review standard documents contained in a file to make sure there are no errors\, how to correct non-compliance and the type of information the monitor will request of the site prior to coming and/or on the day of the site visit. We will then review a mock file to go over the types of errors a monitor may find in a file and provide participants an opportunity to self-monitor the file(s) they bring. Please make sure that the sample file you bring has no confidential information (i\,e\, social security numbers\, bank numbers….) pertaining to the household.\nEmphasis will be placed on issues that monitoring agencies often focus on\, including incomplete applications\, recertification updates\, inadequate child support documentation\, inaccurate income calculations\, inconsistencies within a verification\, failure to maximize anticipated income\, late verifications and TICs signed after leases.
